From the meeting
At its October 26, 2026 work session, the council reviewed the draft housing needs assessment, strategic growth element, and water supply element prepared under Colorado Senate Bill 24-174. The town said it had already awarded ECOnorthwest a contract in April 2026, and DOLA supported the work with a Housing Planning Grant. The draft would go to Planning and Zoning Commission on November 18 and council on December 2 for consideration.
Sellers in planning, housing, and water planning should note the town is shaping required follow-on actions for 2027.

A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
