From the meeting
At its October 21, 2026 meeting, the Historic District Commission received a pre-conceptual application for a new carriage shed behind the Elkins Public Library at 9 Center Road. Naomi Scanlon and Heidi Southard presented the Tri-Centennial Committee plan for a 16'x50' white pine building with a black standing seam metal roof, electric power, and no water or sewer. The committee said a pledge drive was underway to raise $90,000 for the build and $30,000 for maintenance, with public approval planned by Town vote in March.
More details will go to the Planning Board and a public hearing is expected in December or January.

Questions about this project
What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
