Sandpoint staff briefed Council on Downtown Revitalization Phase 3 and reported a $1.796 million LHTAC grant award for the First/Bridge/Church intersection. Lakeland Joint School District terminated a $577,096 sidewalks concrete contract with WM Welch Corp in March 2026 for defective work across multiple schools and has filed a performance/payment bond claim with Old Republic Surety. Architects West estimates about $332,000 in corrective work is needed, and Ginno Construction is already under a CMGC contract that could be used to bid and manage the replacement, with summer 2026 as the critical work window. The Commission recommended approval of the Skyway Estates preliminary plat to subdivide about 4.5 acres at 2708 N. Boyer Ave into 26 single-family lots with new streets and utility infrastructure. The project includes stormwater systems, sidewalks, a multi‑use path, and water/sewer extensions, with design revisions underway at the request of the city engineer. This sets up near-term work for site/civil contractors, utility crews, paving, and homebuilders as the owner moves from preliminary plat to final plat and construction drawings.
