From the meeting
The September 8, 2026 update said the emergency Unick Line rebuild was moving ahead in parallel on east, middle, and west stages. The current plan used WRS, ICI, P&P Excavating, and HD Fowler resources, with field-engineered plans dated 2026-09-04. The project remains a high-pressure transmission main replacement to protect industrial water and fire-suppression service.
The commission also said cost control is ongoing and a revised total projection was still being withheld.

Questions about this project
What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
When will Whatcom PUD issue an RFP for this project?
Pre-RFPs typically surface 6–18 months before a formal solicitation is published. Civic IQ tracks Whatcom PUD's meeting records, agendas, and budgets continuously and updates this pre-RFP as the project moves through the buying cycle toward an RFP.
How can vendors engage with Whatcom PUD before the RFP is published?
