From the meeting
The September 28, 2026 manager memo said Council had already discussed engineering and site development needs for the Circle Bathhouse project. The project includes a new bathhouse, an updated septic system, parking lot layout review, and new beach access walkways. Staff said the Council consensus was to move forward with The Cullipher Group's proposal, so the remaining work is design, permitting, and bid preparation rather than concept stage.
