From the meeting
The CVC is revising its Online Course Design Rubric to respond to AI, regular and substantive interaction, privacy and security, and equity requirements. The work includes a pilot group of 32 reviewers, data analysis in November, and a second revision phase from December to February. It is also moving to a web-based rubric instead of a PDF.
This is a live curriculum and platform update, not a completed award, and it points to follow-on resource, content, and web delivery work.

What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.

Pre-RFPs typically surface 6–18 months before a formal solicitation is published. Civic IQ tracks Barstow Community College's meeting records, agendas, and budgets continuously and updates this pre-RFP as the project moves through the buying cycle toward an RFP.
