THE 30-SECOND BRIEF
The council will discuss having Pam Taylor volunteer as a grant writer to work with the city. This signals interest in pursuing more state or federal grants for city projects but with no specific programs or tools identified yet. Vendors that support grant strategy, writing, or grant management systems could explore how the city plans to organize and track new funding efforts.
Early-stage move toward formalizing grant pursuit capacity, likely tied to infrastructure, rate, or charter changes also on the agenda.

Questions about this project
What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
When will City of Halfway issue an RFP for this project?
Pre-RFPs typically surface 6–18 months before a formal solicitation is published. Civic IQ tracks City of Halfway's meeting records, agendas, and budgets continuously and updates this pre-RFP as the project moves through the buying cycle toward an RFP.
How can vendors engage with City of Halfway before the RFP is published?
Vendors who reach out during the planning window can help shape requirements and build relationships with the decision-makers running the project. A free Civic IQ account unlocks this pre-RFP's source document, forecasted RFP timing, and verified City of Halfway decision-maker contacts.
