THE 30-SECOND BRIEF
The commission will consider supporting McGill Town Council in securing a POOL PACT Risk Management grant for redesign and upgrades to the Kinnear Library parking lot. The total project is $494,200, with $370,650 from the grant and a $123,550 local match. Design and construction work are not yet detailed, so engineering, paving, accessibility, and safety vendors should track this as it moves into scoped design and procurement.
Item is explicitly about authorizing support for a grant; procurement for design and construction will follow later.

Questions about this project
What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.

Pre-RFPs typically surface 6–18 months before a formal solicitation is published. Civic IQ tracks City of Ely's meeting records, agendas, and budgets continuously and updates this pre-RFP as the project moves through the buying cycle toward an RFP.
