From the meeting
The board agenda scheduled an interagency memorandum of understanding among the Los Angeles County Department of Children and Family Services, the Los Angeles County Office of Workforce Development, Aging and Community Services, and the Los Angeles County Office of Education to support foster youth school stability. The agreement covered the 2026-2031 school years under the Every Student Succeeds Act (ESSA). This is a decided interagency service arrangement with multi-year operational relevance and possible transportation-adjacent needs.

A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
