From the meeting
On September 23, 2026, Gov. Gavin Newsom signed two data center transparency bills into law. Assembly Bill 2469 requires data center developers to provide water plans and cover infrastructure upgrade costs, and Assembly Bill 2619 requires water use reports when they reapply for business licenses.
The laws take effect January 1, 2027 and create a compliance and infrastructure-cost trigger for developers, utilities, and local reviewers.
