From the meeting
On October 6, 2026, staff presented the City of Montebello's intent to apply for the State of California Prohousing Designation Program. The commission was told the designation could unlock reserved state funding for infrastructure and community needs. This was still an application-stage funding effort, not an award.
A seller should watch for follow-on planning, grant support, and implementation work if the designation is secured.

A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
