From the meeting
On November 2, 2026, the Board reviewed the draft amended and restated Joint Powers Agreement for the Ukiah Valley Basin Groundwater Sustainability Agency. The draft says the agency may hire a general manager, retain legal counsel, establish a technical advisory committee, and contract with a member, other public agency, or private entity for finances, purchasing, risk management, information technology, human resources, and other staff assistance. The agreement would replace the prior JPA and become effective as of January 1, 2027, after all required member agencies approve and execute it.
Further feedback was requested and any changes would need to return to the UVB GSA for approval consideration, so the governance and support structure was still open.
