THE 30-SECOND BRIEF
Dominion Energy is seeking a Special Use Permit to modernize and expand the Elm electric substation at Madison and Linden Streets, including new transformers, breakers, fencing, and landscaping on consolidated parcels. A July 21, 2026 Planning Commission work session reviewed updated concept plans, access, fencing height (8 feet with barbed wire), VDOT entrance upgrades, setbacks, and enhanced evergreen buffering, with a 100‑day review period ending October 29, 2026. Once the SUP and subsequent site plan are approved, Dominion and its engineer Kimley‑Horn will advance detailed design and construction, creating opportunities for civil work, site electrical construction, fencing, landscaping, and traffic control vendors.
Dominion will self-administer erosion and sediment control and stormwater under DEQ-approved standards but must coordinate with the Town as an MS4. Existing entrances from Madison and Linden will be used, with the Madison entrance upgraded to a VDOT CG-13 commercial entrance. Enhanced evergreen screening and reduced front setbacks along Linden are requested as part of the SUP.
