From the meeting
At the October 12, 2026 work session, staff said the city had been meeting since earlier this year with Public Safety, the Municipal Court, the Public Defender's Office, the Solicitor's Office, and local service providers on a Homeless Court. City Manager Stuart Bedenbaugh said about $30,000 was placed in the carry-forward ordinance and a resolution would come back for Council consideration. Staff planned to take the package to Access to Justice on December 3, 2026, with hopes of an early 2027 start.
The item was discussed and support was noted, but no court had been created yet.

Questions about this project
What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
When will City of Aiken issue an RFP for this project?
Pre-RFPs typically surface 6–18 months before a formal solicitation is published. Civic IQ tracks City of Aiken's meeting records, agendas, and budgets continuously and updates this pre-RFP as the project moves through the buying cycle toward an RFP.
How can vendors engage with City of Aiken before the RFP is published?
Vendors who reach out during the planning window can help shape requirements and build relationships with the decision-makers running the project. A free Civic IQ account unlocks this pre-RFP's source document, forecasted RFP timing, and verified City of Aiken decision-maker contacts.
