From the meeting
At the August 18, 2026 Park Board meeting, staff said Parks would apply for the 2026 OSLAD grant for Douglas Park multi-use sport field turf. The September packet repeats that the OSLAD application was submitted in August for artificial turf at the Douglas Park multi-sport field. This is a grant-funded capital lead tied to a specific park project and likely future design or construction work.

A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
