From the meeting
At its September 15, 2026 meeting, the council adopted Resolution R2026-113 and authorized the Public Works Director to execute Amendment No. 1 to Caltrans Cooperative Agreement 04-2517 / City Agreement C2023-160 with the California Department of Transportation. The amendment covers environmental analysis and design documents for the Five-Way Intersection Improvement Project, and staff was directed to work back with Mr.
Rossi on mitigation and property concerns. The project is in active implementation/design, with more owner coordination and project-shaping work still underway.

Questions about this project
What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
When will City of Napa issue an RFP for this project?
Pre-RFPs typically surface 6–18 months before a formal solicitation is published. Civic IQ tracks City of Napa's meeting records, agendas, and budgets continuously and updates this pre-RFP as the project moves through the buying cycle toward an RFP.
How can vendors engage with City of Napa before the RFP is published?
Vendors who reach out during the planning window can help shape requirements and build relationships with the decision-makers running the project. A free Civic IQ account unlocks this pre-RFP's source document, forecasted RFP timing, and verified City of Napa decision-maker contacts.
Where can I find more transportation government opportunities in California?
Civic IQ monitors board meetings, agendas, budgets, and capital plans from 100,000+ state and local agencies and surfaces transportation pre-RFPs in California as soon as they appear — months before they reach bid portals.
