From the meeting
At its September 1, 2026 work session, the board reviewed the Strategic Waiver School System contract between the State Board of Education and Talbot County Board of Education. Mr. Jonathan Taylor said the district is currently a Strategic Waiver School System and wants to continue under a five-year strategic plan.
This is a governance and program-structure signal tied to future school improvement work and implementation of the strategic plan.

Questions about this project
What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
