From the meeting
At its Sept. 24, 2026 meeting, the TAC heard MnDOT OSPH Carbon Reduction Program Coordinator Anna Pierce discuss transportation emissions assessment rules for state trunk highway capacity projects. She said those projects must be assessed for GHG emissions impacts and would need offset plans using transit expansion, micromobility, parking management, land use, traffic operations, and active transportation infrastructure.
APO staff will continue working with TAC representatives on how to track offsets and what role APO should play. No procurement was approved; the work was discussed.
