From the meeting

At its October 26, 2026 meeting, City staff reported that the Lamorinda Smart Signals Project had opened bids for construction and that the low bid came in under the engineer's estimate and within budget. Staff sought an additional $230,000 from Lafayette to fund bid alternates, including PTZ vehicle detection cameras and upgrades to Caltrans signals at Pleasant Hill Road and Acalanes Road. Staff said the total construction budget was about $4,727,000 and about $5,129,000 was needed to fully fund the project with alternates, construction management, and contingency.

The Council was asked to authorize the LFFA board to release the funds, but the decision was still a recommendation.

A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
