From the meeting
At its October 22, 2026 meeting, the Authority received a report that the City of Rancho Cordova wants to develop a new public library operated by Sacramento Public Library. Staff said the project is in feasibility and Section 13 planning, with Group 4 Architecture, Research + Planning completing a site study and a future board update expected in January or February 2027. The work will need facility design, staffing, collections, technology, furnishings and equipment planning before any approval.

Questions about this project
What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
When will Sacramento Public Library Authority issue an RFP for this project?
Pre-RFPs typically surface 6–18 months before a formal solicitation is published. Civic IQ tracks Sacramento Public Library Authority's meeting records, agendas, and budgets continuously and updates this pre-RFP as the project moves through the buying cycle toward an RFP.
How can vendors engage with Sacramento Public Library Authority before the RFP is published?
