From the meeting

At its October 15, 2026 meeting, IID adopted an emergency resolution for Tropical Storm Rachel after damage to electric and water infrastructure in Imperial and Riverside Counties. The district said staff and contractors were already doing emergency protective measures, temporary repairs, restoration, and permanent repair or replacement work. IID also authorized requests for California Disaster Assistance Act funding and other state or federal aid.

The full cost was still being assessed, so the commercial signal is emergency repair, restoration, and grant-recovery work.

A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
