From the meeting
At its August 28, 2026 memo, Oregon Lottery said the executive team will seek Commission approval next month for a major procurement with Interaction Gaming LLC (Gambyt). The contract will replace the Lottery's mobile application and website, starting with a 6-month discovery phase. If that phase is successful, the agency may move into implementation under a master service agreement (MSA) that also covers marketing, technical support, reporting, digital claims, and future iLottery functionality if policy changes.

A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
