From the meeting
At its August 27, 2026 meeting the board received GHD's feasibility study for the former Gerdau steel mill site in St. Paul. The study said R&E had retained GHD in late 2025 to evaluate redevelopment of the 138-acre property for a clean energy and resource recovery campus.
It identified about 100 acres as potentially available and outlined solar, battery energy storage system (BESS), renewable natural gas (RNG), and other options, but stressed that more due diligence and a future business-case step are needed before any commitment. The commercial signal is an early-stage site strategy effort, not a procurement award.
