From the meeting

At its August 13, 2026 meeting, John Thill said the ICfL updates its strategic plan annually for the state plan. He said the needs assessment survey showed staffing, funding, facilities, and marketing as common challenges for libraries. The updated plan adds objectives for the new Library Enhancement Grant, facilities planning, website accessibility, and analyzing the Talking Book Service contract.

The plan was sent to the governor's office for sign-off before inclusion in the September 1 budget submission.

Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
