The City of Shelby has engaged the Development Finance Initiative (DFI) of the UNC School of Government to provide pre-development analysis and advisory services for the Hotel Charles redevelopment, funded in part through a 1% development services fee paid by the selected developer. DFI will also assist the City in evaluating proposals and structuring public-private partnership arrangements.
