SUMMARY
Denver Health & Hospital Authority (DH) is soliciting bids for the design and conduct of a Full-Scale Active Shooter Exercise scheduled for September 2015. The contractor must follow the Homeland Security Exercise and Evaluation Program (HSEEP) format and provide required documentation including an Exercise Plan (EXPLAN), Situation Manual (SITMAN), Master Scenario of Events List (MSEL), and Exercise Evaluation Guides (EEGs). Responsibilities include coordinating at least three pre-exercise meetings, recruiting and training controllers and evaluators, recruiting volunteer victims, and leading exercise conduct. Post-exercise requirements include a debrief session, a formal HSEEP After Action Report (AAR), and an Improvement Plan (IP). Bidders should have knowledge of the HSEEP process, preferably with a Master Exercise Practitioner (MEP) on the team, and experience in hospital-based exercises. Bids must be all-inclusive of travel and other costs and are due by April 21, 2015.
