Council showed strong interest in a public-private partnership model where a private developer builds a mixed-use structure (parking, commercial, workforce housing) on city land and agreed to pause the current final design contract with ARC while this is explored. P3 advisors, developers, and financing consultants have a window to shape the concept, value capture approach, and risk allocation before the city re-launches design or issues a formal RFQ/RFP.
Monroe is considering amending its code to let the Evergreen State Fair Park, outside city limits, add sewer capacity for a new wash bay and future park build‑out. The fairgrounds already use city water/sewer but current law blocks any increase in capacity until annexation. Council is in study‑session mode, with options ranging from targeted exceptions for this regional facility to broader UGA policy changes, which will drive future utility and site work opportunities.
Southeast 6th Street Improvements Project.
Woodland is rezoning about 24 acres on Schurman Way from Light Industrial to Heavy Industrial to support future rail‑served uses and a planned solid waste transfer station. A full site plan (WLD‑2026‑009) is in review and will become binding once the rezone is approved by City Council. This opens the door for new industrial facilities needing rail access, site development, utilities, and building services across three parcels.
Bremerton is terminating its interlocal agreement with Salish Behavioral Health ASO so it can directly administer about $3.4 million in opioid settlement funds over 17 years. The City will now decide how to deploy these dollars for opioid abatement, while keeping a reporting relationship with the regional ASO. Behavioral health providers, public health consultants, outreach, housing, data, and program-evaluation vendors should track how Council and the City Attorney structure the new local program and be ready to propose treatment, prevention, recovery housing, and related services that fit the One Washington MOU guidelines.
The Capital Facilities Element update lays out major water projects through 2045, including an E. Main Street 12‑inch water main, a new deep source well, a backwash pond, and an additional 160,000‑gallon storage reservoir. Funding is expected from PWTF, DWSRF, and local rate revenue, with construction years between 2027 and 2036. Water engineering and construction firms can engage early on funding applications, design, and phasing to position for later procurement.
Everson’s sewer Capital Facilities plan identifies 2026‑2031 pump station upgrades, Mini Basin 6 sewer replacements, PS 4 relocation, and a UV disinfection conversion, plus longer‑term WWTP expansion and flow metering. Costs through 2031 are about $3.2 million, with additional $8–9 million after 2032, funded by SRF, PWTF, and grants. Wastewater engineers and contractors can target design, funding support, and future construction when the city moves from planning to procurement.
Sammamish is in Phase 2 of a feasibility study to decide Building 120’s future, including potential sale, continued city operation, or leasing to a private operator for community use. The city’s architect is doing a $57,700 market analysis, a licensed appraiser will value the 31,000 sq ft facility, and Long Bay Enterprises is collecting detailed interest forms from potential operators. No procurement is open yet, but the city will return in fall 2026 with analysis and lease-interest data, setting up a likely future RFP or negotiation for operation or disposition.
