CARD approved a financing lease with Lupine Legacy Foundation for key infrastructure equipment at the new Chico Aquatic Center, including solar, slide tower, HVAC, filtration, shade, scoreboard, and furnishings. Lupine will purchase about $7 million in equipment and lease it back over 15 years with annual payments up to $460,000. CARD is revising its cooperative agreement with the City of Chico and issuing a change order to Slater & Son to add about $2.8M of Garner Lane frontage work to the Aquatic Center contract. The City will front costs; CARD and Courtesy Motors will reimburse based on frontage shares over up to 10 years with interest. The main construction contractor is set, but there is scope for subs, materials, traffic control, and related professional support as the corridor is built out.
The Board authorized management to open new accounts at Tri Counties Bank and Bank of Commerce to address low interest, high fees, and limited services at current institutions. Funds support smoke management, air quality monitoring during prescribed burns, and public awareness activities in Butte County. Environmental, monitoring, and outreach vendors can expect continued or expanded purchases of sensors, data systems, field equipment, and communications services tied to prescribed fire projects.
Grant status tables show active FARMER program funding, with about $18,479 in FY 25‑26 pass‑through expenditures and a restricted balance of $4,179 projected for June 30, 2026. Implementation revenues and site visits with CARB indicate ongoing FARMER projects, such as equipment at the Earthworm Soil Factory.
