Missoula Housing Authority reports that the Franklin (Fort) Crossing project has just secured a $5 million low‑interest loan through the Montana Board of Housing Multi‑family GO Housing Fund via a competitive process. The next key milestone is a 9% LIHTC award decision expected in early October, and MHA’s Research Committee is actively negotiating deal points for a three‑way partnership with United Housing Partners and the City of Missoula. MHA plans to bring formal action items in July 2026 for Board approval to accept and structure this partnership, which will govern development, financing, and long‑term operations. The project already won a $5 million low-interest loan from the Montana Board of Housing’s GO Housing Fund and is competing for a 9% LIHTC award in October. With land control and TIF-backed predevelopment in place, design, engineering, environmental, and construction work will follow, creating multi-year opportunities across the development stack.
MHA approved a second resolution authorizing collateral and guarantees for Glacier Bank’s loan to Wildflower 9 Housing Associates LLLP, about $6.6 million, covering the 9% LIHTC side of the rehab. Together with the 4% financing, this supports a comprehensive renovation to keep 96 units affordable and add energy and site improvements. With GC Bristlecone Development holding subcontracts and daily rehab management subcontracted, specialty trades and vendors still have room to engage on energy-related scopes and site work, especially if the MERL grant is awarded.
