SUMMARY

The Sacramento Area Council of Governments (SACOG) is soliciting proposals for consulting services to develop a multiyear workplan and policy framework for the Capital Area Regional Tolling Authority (CARTA). The project aims to prepare CARTA for toll collection starting in 2028 following the Yolo 80 Managed Lanes Project. Scope includes a toll lanes system review of existing and planned networks, creation of regional toll policies and business rules, and drafting a toll ordinance. The workplan must detail required actions, roles, costs, funding sources, and dependencies. The resulting contract will serve as the foundation for CARTA's regional role over the next five years.
