SUMMARY

The City of Oceanside is requesting proposals and Statements of Qualifications (SOQ) for on-call professional engineering consulting services to support its Capital Improvement Program (CIP) and Land Development projects. Services are organized into seven categories: (A) Project Management & Construction Management, (B) Construction Inspection/Observation, (C) Structural Review, (D) Design & Construction Surveying and Survey Plan Review, (E) Stormwater and Water Quality Plan Review, (F) Geotechnical Engineering & Plan Review, and (G) Land Development Plan Review. The City intends to select up to three firms per category for master contracts starting July 1, 2026, and expiring June 30, 2029, with two optional one-year extensions. Work will be authorized via individual Task Orders. Proposals must include a separate work plan for each category applied for and are due by March 27, 2026.
