SUMMARY

The City of Flagstaff is seeking Statements of Qualifications (SOQs) from qualified Artists or Artist Teams to design and paint a large-scale mural on the Buffalo Park Water Tank located at the entrance to Buffalo Park.

The project aims to create an emblematic artwork reflecting the city's history, current activities, and local ecology. The mural must be designed to withstand intense UV radiation and freeze-thaw cycles while deterring graffiti. Up to five artists will be shortlisted to receive a $5,000 honorarium to develop full proposals following a site visit and community research. A pre-proposal meeting is scheduled for January 29, 2026, via Microsoft Teams. Final proposals for this phase are due by February 17, 2026.
