SUMMARY

The County Commissioners of Charles County are requesting proposals from qualified consulting firms to conduct a study for the drafting and implementation of an Adequate Public Safety Ordinance (APSO).

The study will evaluate existing public safety capacity (Fire, Police, and EMS) and projected needs based on population growth to define 'adequate' safety criteria. Additionally, the consultant will evaluate funding sources such as Public Safety Impact Fees and benefit assessments. The scope also includes reviewing parkland and open space requirements, considering land donations and fee-in-lieu options in accordance with 2024 state enabling legislation, and recommending amendments to the Charles County Subdivision Regulation and Zoning Ordinance. Proposals are due by January 8, 2026, at the submission location in La Plata, MD.
