Easement deal clears way for Philipstown tower

Description
Open Space Institute agreed to modify its conservation easement on the Philipstown Highway Department property to permit a 120-foot emergency communications tower. In exchange, Putnam County and the Town will donate 17 Ridge Road parcels to the Hudson Highlands Land Trust to expand an existing preserve, and the county will lease the tower site from Philipstown for $1 per year over 35 years.
