The SECC project team recommends entering into an Initial Guaranteed Maximum Price (iGMP) construction phase with G.H. Phipps for $2.8 million for the library portion, covering early site work and key equipment procurement. The contract will form part of an anticipated $15.73 million total GMP for the library build-out through Q2 2028.
