Orange County Public Schools (OCPS) is requesting proposals from qualified third-party administrators (TPA) or service agents to provide comprehensive drug and alcohol testing administrative services. The scope includes both DOT-regulated testing (FMCSA 49 CFR Part 382 and DOT 49 CFR Part 40) for employees with Commercial Driver's Licenses (CDL) and Non-DOT testing in accordance with Florida's Drug-Free Workplace Act. Services encompass pre-employment, random, post-accident, reasonable suspicion, return-to-duty, and follow-up testing, as well as Medical Review Officer (MRO) services, laboratory analysis, and data management. In 2016, approximately 5,600 tests were administered. Proposals must include MWBE (12%), LDB (10%), and VBE (3%) participation goals. A pre-submittal conference is scheduled for June 28, 2017, and final proposals are due by July 24, 2017.
