SUMMARY
Navajo County is conducting a competitive one-step process to retain a qualified consultant for the development of an Access and Functional Needs (AFN) Operations Plan. This plan will serve as an annex to the Navajo County Emergency Operations Plan, addressing the needs of AFN populations before, during, and after disasters or pandemics, including tribal lands. Scope includes situational overviews, health impact risks, concept of operations for unified command structures, job action sheets, communication strategies, and transportation/evacuation processes.
