SUMMARY

The County of Santa Barbara Community Services Department is soliciting proposals from a qualified consultant or consulting team to develop a comprehensive, countywide film-production framework and database, and to evaluate options for a future Film Commissioner or other film-support function. The scope of work includes conducting research, outreach, and interviews to build a countywide jurisdictional and permitting assessment, a filming locations inventory of at least 30 film-ready locations, public-facing film production resources, a production tracking framework, FLICS and industry relationship assessments, and future film-support service models. The maximum contract amount is $140,000 with an anticipated contract term from October 30, 2026, through June 30, 2027. Proposals are due by Friday, October 9, 2026, at 5:00 p.m. Pacific Time, with questions due by Sunday, October 4, 2026, through the County's Public Purchase system.
