The Safety Action Plan calls for updating Ferdinand’s Street Design Standards to add expectations for sidewalks, including when they are required, connectivity to existing networks, and design criteria. It also recommends revising the Subdivision Control Ordinance to require sidewalks in new residential subdivisions, shifting some sidewalk development burden from the town to private developers and matching modern expectations for walkable neighborhoods. These are policy and standards updates rather than construction projects, and no consultant has been named to draft the revisions.This creates a pre-RFP opportunity for planning and engineering firms to help the town rewrite its standards and subdivision regulations, aligning them with best practices in complete streets, ADA, and local context, as well as to support stakeholder engagement and developer review during adoption.

Revisions could be bundled with other code updates (e.g., parking, access management) and might also set cross-section standards to implement Vision Zero goals.
