On June 16, 2026, HACA’s Board is asked to approve Resolution 02953 awarding a $205,925 contract to BR Texas, Inc. for exterior renovation and painting at the 32‑unit Pathways at Salina Apartments in Austin. The scope covers comprehensive exterior work on all four buildings, including energy‑efficient windows and storefront doors at the community/management center, siding and wood repairs, steel handrail and masonry repairs, and replacement of unit entry doors, frames, screen doors, signage, building numbers, and community mailboxes.The project was designed with Urban Foundry Architecture and competitively bid via Housing Agency Marketplace and local newspaper advertising, drawing 69 viewers and 9 bids; the two lowest were deemed non‑responsive/non‑responsible and withdrew, leaving BR Texas as the lowest responsive and responsible bidder. This award indicates that BR Texas is now the incumbent for Salina’s exterior work and that HACA is investing in energy and exterior upgrades at an older PBRA property. Vendors can use this as intel on HACA’s preferred construction partners and standards, and to position for future rehab phases, maintenance, and similar projects across the Pathways portfolio.

Three bid alternates (mailbox cluster, all unit screen doors, all unit entry doors) are included in the awarded price. BR Texas has prior satisfactory performance with HACA and multiple Texas housing/public agencies.
