Refundable portion of the construction advance is subject to annual refund calculations for a ten-year period based on new residential and commercial/industrial customer connections. After ten years from the date of the original payment, any remaining refundable balance converts to a non‑refundable contribution in aid of construction and no further refunds are due; the advance bears no interest.
