Non-binding MOI; initial term one year from Effective Date, auto-renew year-to-year until a groundwater banking contract is executed or MOI is terminated

MOI term begins on its Effective Date and continues until the earlier of one year or execution of a groundwater banking contract, then renews automatically year-to-year if no contract is executed. Either party may terminate at any time by notice. Any future participation contract would establish separate long-term cost-sharing and capacity rights.
