Perpetual easement; terminates if unused for five consecutive years

Permanent easement in perpetuity; right to use terminates if the easement or authorized development is not used within five consecutive years. Easement is transferable but may not increase the burden on state-owned land; includes provision that if another valid easement exists, the one with the latest expiration date prevails.
