Kimberly’s TID 6 development agreement with Wilson Place, LLC for The Blues originally authorized up to $18 million in pay-as-you-go incentives and $3.37 million in public infrastructure. After market-driven changes to a more traditional single-family layout, the Village Board on July 13, 2026 amended the agreement to cap incentives at the lesser of $2.8 million or 14% of the project’s value as of January 1, 2028.
