Greene County maintained long-term agreements with the Rapidan Service Authority for ownership, operation, and billing of its water and sewer systems, including EDU and facility fee collection and shared debt obligations. These contracts were amended over time and ultimately unwound as Greene County withdrew from the authority in 2023.
