Wabtec fuel cell locomotive project withdrawn

The Board’s previously approved contract with Wabtec Corporation to demonstrate a short-line hydrogen fuel cell locomotive under the CalSTA Port and Freight Infrastructure Program was not pursued after Wabtec withdrew from the project in early 2025. The project scope has since shifted to zero-emission tugboats proposed by Arc Boat Company Inc.
