$160/hour for administrative services or the MIDC capital/life offense hourly rate (whichever is greater); legal services billed at applicable MIDC-assigned counsel hourly rates

Effective on Commencement Date in 2026 with Deferred Effective Date of September 30, 2026; continues until terminated or until 90-day transition period concludes after appointment of successor leadership

Agreement remains in effect until terminated; may be ended with 90 days’ written notice by the County or the Executive Committee collectively, or immediately for cause. If new supervisory public defender leadership is appointed, Palmer’s role transitions to advisory for 90 days before the agreement terminates.
