Amendment adds a five-year extension ending June 30, 2032, with annual rate increases equal to the trailing 12-month CPI for Water, Sewer and Trash Collection Services if the increase is 5% or less; increases above 5% due to extraordinary circumstances trigger renegotiation. Fuel adjustment provisions remain unchanged and independent of the annual escalator.
