Thirteen municipalities in Illinois have approved an intergovernmental agreement forming the Northwest Central Joint Emergency Management System (JEMS). This new entity will coordinate emergency management services, planning, and training for the participating municipalities beginning January 1, 2026. JEMS will be governed by a board empowered to enter contracts and manage staff, with costs shared among members by assessed fees.
