SUMMARY

The Ohio Housing Finance Agency (OHFA) is issuing this Request for Information (RFI) to evaluate commercially available software platforms, reference architectures, implementation methodologies, and non-binding cost models to replace its legacy financial and operational systems (DevCo, Emphasys, Allita, City Suite, The Mortgage Office, Elation, Power Seller, DocuWare, and standalone Excel/Access databases).

The scope is organized into two separable parts: Part A for the Financial System (General Ledger, AP/AR, Budgeting, Procurement, Financial Operations, Bond & Program Accounting, and Revenue Forecasting) and Part B for the Operational Workflow System (Multifamily Housing 4%/9% LIHTC, MLP, HDAP, 811 PRA, Single Family Programs, Capital Markets, Asset Management, Compliance, Legal, Research & Analysis, and CRM). Proposed Commercial-Off-The-Shelf (COTS) or SaaS platforms must utilize an 80/20 Clean Core COTS/SaaS Model deployed in a cloud-agnostic U.S. Government Cloud with FedRAMP, StateRAMP, or SOC 2 Type II certifications. Responses are due by November 2, 2026, at 5:00 PM ET via email to [email protected].
